Rulemaking Activity – Regulatory Projects, In-Progress

These regulatory projects have been proposed and approved by the Board to begin the rulemaking process. The status of each project in the rulemaking process is recorded in this section. Inquiries related to these rulemaking projects should be directed to the Executive Director of the Board at director@lsbvm.org. The rulemaking review process from Notice of Intent to a promulgated Final Rule can take 6 to 12 months [R.S. 49:968(H)(1)]. The Louisiana Register publishes more details in its APA Guide and Rulemaking Timetables, which gives a list of various actions and steps that must be completed through the entire rulemaking process.
2026-04c ~ LAC 46LXXXV.1015 – Personal Responsibility of Licensee
- [04-02-26] — Board discussed and voted on amendments to Rule 1015. There are no substantive amendments to the rule; the revisions are limited to grammatical corrections and the refinement of language to ensure consistent and accurate reference to the applicable statutory authority. 2026-04b ~ LAC 46LXXXV.1211 – Fees for CAETs
- [04-02-26] — Board discussed and voted on amendments to Rule 1211. There are no changes to the fees associated with the application for, or annual renewal of, certificates for Certified Animal Euthanasia Technicians (CAETs). The amendments make the language clearer, more uniform, and consistent, and makes it clear that it is a direct violation of Louisiana Veterinary Practice Act to perform any duties of a CAET with an expired certificate. 2026-04a ~ LAC 46LXXXV.Chapter 5 – Fees for DVMs
- [04-02-26] — Board discussed the Rules of Chapter 5 and voted on various amendments. There are no changes to the fees associated with the application for, or annual renewal of, licenses for veterinarians (DVMs). The amendments make the language clearer, more uniform, and consistent – especially with respect to the fee exemption for active military licensees and the fee reductions for those who qualify for inactive retired or disabled statuses. 2026-02 ~ LAC 46LXXXV.303.B.7 – Limit on NAVLE Attempts for Applicants
- [02-05-26] — Board discussed and voted to approve an amendment to section 303.B.7 concerning the maximum number of attempts a licensure candidate may take the NAVLE. The proposed amendment would align the rule with the International Council for Veterinary Assessment (ICVA) revised policy. If adopted, the amended rule would continue to limit candidates to no more than five attempts to take the NAVLE; however, any attempts made prior to Dec. 1, 2025, would not be applied toward this five-attempt maximum. 2026-01 ~ LAC 46LXXXV.1303 & 1305 – Zoo Personnel
- [12-05-25] — Board discussed and voted on amendments to sections 1303 & 1305, requiring the escape and capture protocols, the drug storage and use protocols, and the drug inventory protocols to be submitted to the Board every five years for review.
