Emergency rules are promulgated only during emergency declarations by the Louisiana Governor, with the status of each emergency rule being recorded here. Emergency rules are temporary in nature and do not require the full regulatory process as do Regulatory Proposals/Projects. 2021-07-09  ~  Maximum Online Hours of Continuing Education 

In response to the COVID-19 pandemic, on July 9, 2021 the Louisiana Board of Veterinary Medicine (LBVM) exercised the emergency provisions of the Administrative Procedure Act, specifically La. R.S.49:953(B), to adopt an emergency rule which will add language to §405, §811, and §1227. The added language in these sections allowed the board to temporarily expand the manner in which continuing education units may be obtained related to the renewal and reinstatement of licenses to practice veterinary medicine, the certifications of registered veterinary technicians and certified animal euthanasia technicians during the current fiscal year. As such, all CE hours can be completed online between July 1, 2021 to June 30, 2022 for the  ’22-’23 Renewal Cycle (which opens July 1, 2022). The conditions of this emergency rule expired on June 30, 2022. As such, starting July 1, 2022, the Board reverted back to its regular rules in which a maximum of 50% of hours of credit may be obtained online which includes interactive Zoom-style meetings.

2021-09-15  ~ Licensure Procedures, Deadline Extension

The added language in LAC 46:LXXXV Sections 305, 811, 1213, and 1505 of the emergency rule gave the board the ability to temporarily extend the time related to the renewal of licenses to practice veterinary medicine, the certifications of registered veterinary technicians, certified animal euthanasia technicians, and registered equine dentists during the fiscal year beginning July 1, 2021 through June 30, 2022. Any license renewed or reinstated under this exception shall have met the continuing education requirements to renew and maintain licensure for the current fiscal year. The deadline for submitting all ’21-’22 licensure renewals was been extended to October 30, 2021. 

2020-06-04  ~ Maximum Online Hours of Continuing Education AND Preceptorship Program

The added language in the emergency rule gave the board the ability to temporarily extend the time to obtain approved continuing education units related to the renewal and reinstatement of licenses to practice veterinary medicine, the certifications of registered veterinary technicians, certified animal euthanasia technicians, and registered equine dentists during the fiscal year beginning July 1, 2019 through June 30, 2020.  Any license renewed or reinstated under this exception shall meet the continuing education requirements to renew and maintain licensure following the end of the next fiscal year. The added language to Section 1105 of Chapter 11 temporarily expanded the process of obtaining training under the board’s Preceptorship Program (now repealed) to include employment training under temporary permits to practice veterinary medicine through the end of calendar year 2020.
