CE Delivery Method Definitions
The Louisiana Veterinary Practice Act defines interactive webinars as online CE hours, not in-person CE hours.
The Board receives numerous questions from licensees concerning the type of continuing education hours required for the annual renewal of licenses – specifically whether interactive, “live” presentations viewed online may be substituted for the physical presence requirements for attendance at seminars, lectures, conferences, or workshops. Further guidance has been requested concerning the definition of “online instruction” which is limited to 50% of the total required hours per CE period (i.e. – fiscal year prior to July 1st renewal opening).
The Board is governed in this regard by the provisions of the Louisiana Administrative Code (LAC title 46 part LXXXV) and in particular rules: 400, 403, 409, and 413 (for DVMs); rules 800 and 812 (for RVTs); and rules 1200 and 1227 (for CAETs). The LAC addresses continuing education instruction in terms of subject matter, accreditation, and the delivery method.
Delivery method for CE activities is defined by the individual jurisdictions, not by RACE or individual sponsors. While RACE guidelines may consider interactive webinars are “live”, the LBVM Rules distinctly classify interactive presentations as online.
CE Certificate Requirements
Board rules require that Proof of Attendance Forms/Certificates for any CE activity – including RACE-approved activity – MUST include all of the following details:
- the attendee’s full name;
- the name of the course/program;
- the name of the sponsor and/or presenter;
- the date(s) of attendance;
- the total number of hours completed;
- the delivery method; and
- the specific subject matter completed.
NOTE: Proof of Attendance Forms must specify the delivery format of CE hours, specifically whether the activity was attended in-person or online as defined by Board rules. “Live, interactive” or hybrid is NOT an acceptable definition for a delivery method.
What is Considered “Online”?
“Online participation” is defined in sections 400, 800, and 1200 and includes:
- interactive or “live” audio or video presentations or webinars in real-time available via the internet.
- pre-recorded, self-test audio or video presentations with third-party grading;
- non-interactive audio or video presentations in real-time available via the internet; and

“Contact participation” (i.e.- in-person) is defined in sections 400, 800, and 1200 as “physical attendance at seminars, lectures, conferences, or workshops”.
Why is This Distinction Important?
CE hours earned by contact participation are not limited by the LA Veterinary Practice Act; however, no more than 50% of the required CE hours can be accepted towards renewal requirements through online participation.
