Applying for Expedited Military Licensure
Louisiana Revised Statute 37:3651
Pursuant to LA Revised Statute 37:3651, the LBVM shall issue a license or certificate – pending normal licensure – to a military member assigned to duty in Louisiana or an applicant who is married to or is a dependent of a military member if the member receives military orders for a change of station to a military installation or assignment located in Louisiana if upon application to the Board for licensure, the applicant satisfies all of the following conditions:
- The applicant holds a current and valid occupational license in another state in an occupation with a similar scope of practice, as determined by the LBVM;
- The applicant has held the occupational license in the other state for at least one year;
- The applicant has passed any examinations, or met any education, training, or experience standards as required by the board in the other state;
- The applicant is held in good standing by the board in the other state;
- The applicant does not have a disqualifying criminal record as determined by the board in this state under the laws of this state;
- The applicant has not had an occupational license revoked by a board in another state because of negligence or intentional misconduct related to the applicant’s work in the occupation;
- The applicant did not surrender an occupational license because of negligence or intentional misconduct related to the person’s work in the occupation in another state;
- The applicant does not have a complaint, allegation, or investigation pending before a board in another state which relates to unprofessional conduct or an alleged crime. If the applicant has a complaint, allegation, or investigation pending, the board in this state shall not issue or deny an occupational license to the applicant until the complaint, allegation, or investigation is resolved, or the applicant otherwise satisfies the criteria for licensure in this state to the satisfaction of the board in this state.
- The applicant pays all applicable fees as required by the LBVM.
- The applicant simultaneously applies for a permanent license; if the applicant fails to qualify for a permanent license as determined by the LBVM once the permanent application is vetted, the license is automatically terminated.
“Dependent” means a resident spouse or resident unmarried child under the age of twenty-one years, a child who is a student under the age of twenty-four years and who is financially dependent upon the parent, or a child of any age who is disabled and dependent upon the parent.
How To Apply For Expedited Licensure
If you feel the conditions of LA Revised Statute 37:3651 have been met by you, your spouse or your dependent, a “normal” application for licensure or certification must still be submitted by following the instructions for your specific license and application type in order for the LBVM Office to confirm eligibility for the expedited military licensure or certification.
Step #1. Start the Desired Application
Select the desired license and application type below to be directed to the appropriate application instructions.
Once you start the application, there are two crucial steps to help expedite the review process:
- Notification of Military Service – Once you start the desired application below, you must enter all appropriate details for Military Service section in the “Personal Information” step of the application. Doing so will allow our office to verify eligibility for the expedited military licensure or certification.
- Skip “Supporting Documents” Step – Initially, you are advised to simply skip the “Supporting Documents” steps and move forward with submitting the application and making payment of fees. Documents may be uploaded later. The goal is to get application submitted for an initial review.
Step #2. Submit Required Documentation
Only after your application is submitted with payment made will the LBVM Office will conduct its initial review and your checklist of Documents will be updated in the LBVM Application Portal, and you will be emailed a notification of the completion of this initial review.
Documents and information that will have to be received by the Board after the submission of your application to verify expedited licensure or certification include:
- Verification of All Out of State Licenses or Certificates Currently or Previously Held
- NAVLE or VTNE scores
- Payment of Application Fees
- Copy of Military Orders – indicating a change of station located in Louisiana
Step #3. Take State Board Exam
The applicant for expedited licensure must pass the state jurisprudence exam prior to issuance of the license if all other conditions for expedited licensure are met.
Step #4. Issuance of Conditional License
Once your eligibility has been verified by the LBVM Office, you will be issued a conditionally Active license or certification while you complete the “normal” licensure process. This will involve the submission of all other required documentation and meeting all other “normal” licensure requirements, including all state and national exam requirements.
NOTE: Failure to meet all “normal” licensure requirements in a timely fashion will result in the automatic and immediate termination of the conditionally Active license.
